What does O.E. (error code) mean on a Skill Stop or Pachislo Slot Machine?

I bought this Pachislo (skill stop) Slot Machine today at a garage sale, and when I turn it on, it reads "O.E." in the "credits" frame.
I turned the key to the door (left) and it reset and then immediately makes continuous error music (O.E.)!
I did however get it to spin once but with No Lights, then followed by O.E.

if you can find the model number or the game name that would be helpful. also you could try checking the axle for gunk it may be having trouble spinning. though I'm not sure I have never seen an OE message.
